Glare — Why It Is a Contrast Problem, Not a Brightness Problem

Glare is one of the most common and most preventable problems in lighting design. It is also one of the most misdiagnosed, because the instinctive response — reduce the light level — frequently does not address the actual cause.
Glare is not caused by brightness. It is caused by contrast — specifically, by the presence of a source or surface that is significantly brighter than the surrounding visual field. Your eye's pupil contracts to protect against the bright point, reducing its ability to perceive the rest of the scene. Your brow furrows. Visual performance drops. If the condition persists, muscular fatigue around the eye sets in — not tiredness, but genuine physiological strain that accumulates over a day's work.
There are two distinct types. Disability glare impairs your ability to see — headlights on a dark road are the archetypal example. The bright source is so much more intense than the surround that the retinal image of everything around it is washed out. Discomfort glare does not blind you but causes sustained visual stress — a bare aperture downlight in a quiet restaurant, a screen-facing window in an office, an unshielded linear fitting in a corridor. Neither causes blindness. Both cause fatigue and degrade the quality of the visual environment.
The design response to glare is shielding, not dimming. A luminaire with a 30 degree shielding angle, positioned so the source is not visible from normal viewing positions, produces no glare at any lumen output. The same fitting without shielding creates significant discomfort at a fraction of the power.
Optics, louvres, diffusers, and placement are the tools. The objective is not a dim room. It is a bright room where the source of light is never the object of attention.
